Coordinates, recruits and refers volunteers for various department and special events of the City of Columbia, administers Park Patrol,  adopt a Spot beautification, Tree Keepers, the Columbia Hospitality Corps, and Cleanup Columbia.  The Office also administers rental property inspections in the city, enforces the property maintenance code, and conducts the Neighborhood Response Team.

Services: Provides loans and grants for owner occupants of housing, including emergency home repairs, repair of exterior city code deficiencies in the central city, and funding to complete housing rehabilitation; funding is also available for other agencies for home repair programs, accessibly improvements, loans for permanent supportive housing for homeless and special needs populations, and loans for the rehabilitation of rental properties in the central city.

Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs.Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers. 
Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh start can also accomodate Home Plans for those being released by the Dept. of Corrections.

Services: Community Psychiatric Rehabilitation Program which includes Community Support, Healthcare Home, Medication Services, Crisis Intervention and Resolution, Counseling Services, Psychosocial Rehabilitation (day program), and Residential Services. In Boone County, New Horizons also offers a homeless outreach program, Projects for Assistance in Transition from Homelessness (PATH). New Horizons is a nonprofit corporation certified by the MO Dept. of Mental Health and accredited by CARF.
Eligibility: Adults residing in Boone County with severe and persistent mental illness.
Funding: Dept. of Mental Health, Medicaid, Medicare, and the PATH grant.

New Horizons owns and operates the following Residential Facilities in Boone County:
Harambee House Residential Care Facility- a 15-bed facility licensed by the Missouri Department of Mental Health and the Missouri Department of Health and Senior Services located at 703 North Eighth Street; Columbia, MO. Rooms are single-occupancy.
Harambee House residents are provided with room, board, routine care, twenty-four hour per day staff supervision, and full Community Psychiatric Rehabilitation Program services.
McKee Street Apartments- a 12 apartment facility located at 1517 McKee Street, Columbia, MO. The residents lease their own apartments and have twenty-four hour per day staff supervision and full Community Psychiatric Rehabilitation Program services.
The programmatic goals of the facilities include the following: assisting the resident to become more functionally independent, teaching daily living skills, shaping more appropriate behaviors, improving interpersonal relationships, stabilizing psychiatric symptoms and utilizing community resources. When residents have developed the skills necessary to live more independently, New Horizons assists them in moving to a new environment.

USDA Rural Development’s Section 502 Direct Loan Program provides a path to homeownership for low- and very-low-income families living in rural areas, and families who truly have no other way to make affordable homeownership a reality. This program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time. The amount of assistance is determined by the adjusted family income.
